Want to buy property with bankruptcy charges

Hi
I am interested in buying a property which has a Bankruptcy Charge registered against it dated 2010.
It's not on the market so this is purely speculative, although according to Rightmove it was marketed in 2009.
In the first instance should I approach the owner (who purchased in 2004), the lender (who registered a Buy to Let mortgage in 2007), or someone else such as the Official Receiver ?
