PCM parking tickets

Hello
last Sunday I visited a friend who lives in a block of flats and I parked my car in the parking and I forgot to display the visitor's permit. When I left his flat I found a ticket from PCM. My friend told me to just ignore them as they do not have access to DVLA's database so they can't find my name. On the other hand on the ticket I have seen a printed sign ''Accredited IPC Operator''
Can anyone help me please? Do I have to pay the ticket? If I don't can they send it to dept collectors? Any help is much appreciated...

Your friend is wrong ... PCM do get access to DVLA data.
See the NEWBIES thread for advice. Appeal to PCM after you receive the NtK (unless you're not the registered keeper of the vehicle - let us know if that is the case). If (when) they reject the appeal, appeal to the IAS kangaroo court if you can be bothered.0 -
Thank you very much for your prompt reply. One more thing, in the small print I have read that I can appeal to PCM within 28 days. Do I have to wait for NtK or it will be a good idea to appeal before that?0

If you appeal earlier you effectively give them your details for free and remove their opportunity to mess it up themselves by issuing a non-compliant NTK.

I have received a parking ticket from PCM, I parked on the road next to the house I have lived in for 28 years. There is a housing association estate on the other side of the road, I assume they own the road, which is 3 metres from my house.
How do I stand on this ? Someone told me to ignore the ticket as it is not enforceable.
