Personally I would write to him recorded delivery stating that you intend to pursue him for the cost through the small claims court, giving him a reasonable time to respond, say 7 working days. Tradespeople have insurance for the specific reason in circumstances such as this. It isn't your fault you didn't know where underground pipes are laid, not many householders do. Nor was he to know either but it was him who caused the damage.
