Council mutual exchange/house swap

hi i was wondering if anyone could advise me if a house exchange would go ahead, i live with my son in a 2bed flat and i am wanting to swap with a single man who is living in a 2 bed back and front door, I'm wanting to move so my son will have his own garden and the single man is wanting to move to my flat because its all on the one level and closer to his family, would the council allow the swap to go ahead?

They would probably not allow this as the single man would be under-occupying the new place. I know it seems silly as he already has a 2 bedroom place, it might be worth asking the council about it though.0
