I assume this happened in england or wales ?

its most definitely NOT a fine , no idea where you get that idea from

    its an INVOICE

if you appealed as driver , in good time , they should have acknowldged the appeal and then sent a decision, it appears they did neither

so have you still got a copy of the dated appeal you made ?

did you get free proof of posting from the PO when you sent it ?

I assume you posted the appeal ? yes ? so any evidential proof you posted the appeal ?

I sent my appeal by email and received a confirmation letter that they received it and they would reply within a set amount of days but never did!

they have 35 days to respond , so how many days is it since they received your appeal letter ?
  • Are you sure the reply to your appeal hasn't gone into your junk email folder?

If they've passed it on to debt collectors without rejecting the appeal i'd ignore the muppets.

It's actually my dads car but I'm insured on it, he doesnt drive it we just put it in his name so my insurance wouldn't be sky high, but obviously my dad is panicking about this fine.
    .

This is 'fronting' which is illegal and is likely to cost you more than £160 if you get found out or have an accident.

letting me know! couldn't care less as I live in a area where young drivers are crucified for insurance because of idiots my age, so I couldn't care less oh and I forgot to mention my dad uses the car to work ;)
