Purchasing a repossessed shared ownership flat

I've had my offer accepted on a repossessed shared ownership flat by the mortgage company who is currently holding it (I am purchasing 100% of the property). By chance the estate agent mentioned today that the property can't be taken off the market until exchange and until that point the housing association who own 42% or a private buyer could offer more and proceed. Can anyone confirm this as I am unsure whether to continue with my purchase and possibly pay out for surveys and searches etc to then be guzumped at the last minute!
