Image software with PROPER keyword search

I'm looking for an image organiser / viewer that has a proper keyword search facility. I've tried about a dozen and I've not found one yet.
What I want to do is be able to tag photos with keywords then search on those keywords using logical operands and using ordering of results by relevance.
For example, if I search on old man face I'd want it to first bring back images with all three keywords, followed by images with any two of them followed by images with just one of them. I don't want only the images that have all three keywords.
Or if I searched on old man face NOT woman it would bring back all the above except those photos that are also tagged with woman.
Or I might search on (derelict OR crumbling) AND building so that images tagged with building and either derelict or crumbling are returned.
Ideally, but not essentially, I'd also like to be able to weight keywords with importance and use wildcards.
All the software I've tried so far (XNView, Picassa, Phototheca, etc.) have really basic keyword searches that are of no use at all.
I'm on Windows 7 and I know you can use the tag prefix in the search field but it's a real pain as you have to prefix every keyword with the word 'tag'.
I actually wrote a natural language search with all of this functionality in PHP and MySQL but unfortunately I forgot to copy the database over when I got a new PC. I thought it would be easy enough to get software that does this but it seems I was wrong.
So is there anybody out there who has experience of software like this? The reason I'm asking for people who've used the software is that every image organiser claims to have keyword search but of those I've tried, none do.

This is more geared as an application launcher but it may do what you need.

Lightroom will do what you want but maybe in not such as a nice way because its based around workflow not generic viewing. Custom weighting may be a bit of an issue as well.
I've always been tempted to write a custom file tag manager / viewer but never seem to get the time.0
