Do you like the house? Do you want to live there? Can you afford to buy it?
If yes, then the issues raised by the surveyor seem very minor. My experience is the same as others have said above. They always give electrics and gas a 3 as they are not qualified to test these. They usually suggest you get someone qualified to check these unless the vendor has recent certificates.
The windows are, in my view, also minor. Unless the property is brand new, there will always be such maintenance jobs to be done. At least you get to know about this in advance, and can plan for this over the next year or two. You may be able to get repairs rather than replacing a whole window. In my area we have someone called a 'window doctor' who will carry out repairs. If you are really worried, perhaps see if you can get a quotation from someone in your area before you exchange.
If there was any major problem, the surveyor may have given the property a lower value or suggested a retention.

After reading a few other threads similar it does sound quite minor what has been raised.
