What is classed as habitable?

We are hoping to buy a first floor maisonette through the shared ownership scheme.
It is a repossession needs quite a bit of work. i.e. decorating/carpets/new bathroom/kitchen - been empty for about 18 months.
Would probably need rewiring as well.
Halifax have give us an an AIP but they say the property must be 'habitable' they will decide this when they do their survey, the risk is that they may do the survey and decide it is not habitable - then we have lost the money for the survey and have to start from scratch
i have called the water company they say the water is connected it has been switched off at the stop !!!!, the bathroom and kitchen have the basics (sink/toilet) not sure about the electrics, it is structually sound as far as we can see. There is a gas main running to the property but no meter connected. My husband and his family are all tradesman, builder/carpenter/plumber/electrician so we would be doing all of the work ourselves.
We are looking to borrow £80k against our share of £120k, we will have savings of approx £500 per month which will be used for materials etc for renovations.
what are our chances in your opinions please?

A couple of years ago we did a renovation project...we did not need a mortgage but for the classifcation of regulations etc we were informed that if there was a kitchen sink and toilet connected to a mains water supply that would be enough to classify the property as habitable.
Its not about the quality of the kitchen or bathroom it evolves around the fact that there is something there albeit not to your taste etcfrugal October...£41.82 of £40 food shopping spend for the 2 of us!
