Find out which organisation regulates this agent, and report them. Presumably he did not put this request in writing? Maybe ring him up and record it, then send this to the regulator.
Most agents seem to be with TPOS.

write a letter to the estate agent manager just asking (??) if this is normal practice, and make sure you also CC the vendor0

Well a friend of a friend certainly claims that he got his house (after failing to get offers accepted on others) by offering a substantial backhander to the EA, so bizarre as it sounds it might be true.
Morals aside, there is a big difference between an eager buyer offering an estate agent a back hander and a dodgy estate agent approaching an unaware potential buyer. The risks to the EA of the buyer blurting all out to the seller/ local paper/ naea/ friends etc are so great as to be stupid action.I'm a Forum Ambassador on the housing, mortgages & student money saving boards. Depends how much you want the house and how you weigh that against "doing the right thing".
It may be that the vendor has indicated what price he would accept and the EA is taking advantage.
I'd e.g. send an email to the EA by way of acknowledging the telephone call.
If making an offer , I'd make it direct to the vendor
You can report to NAEA/police etc once you exchange or decide not to pursue the house.0
