Report neighbour(from different block of flats) using our blocks garden for dog?

Normally I wouldnt care too much and its nice to see a friendly dog run about but the situation here is that they have sponged a spare key from a relative that lives in my block, and they come round multiple times a day, dog barks so loudly I hear it a few floors above the ground, and many times you hear it during night though its mostly a lower volume but I snapped the last 5 days and shout and swear at them out window as I know they never clear the mess and I have heard them around 5am when I go to bathroom and dog bark, and in last 2 nights been woken 6am both nights by their dog I have no idea if its trying to intimidate me for shouting at them or not.
My local council has a number to report dog poop but I have no idea if thats just for public areas not for houses, its disgusting to go out in garden and find dog poop everywhere and I have gone out to put washing out or take it back in to find mess under my washing.
They have the same landlord as me and I found out from one of the workers that its against the tenancy agreement to have dogs and if the landlord found out he would give them their notice but I am not sure if thats mean but after almost a year of this I am fed up, sure I am mostly fine during night except normally rare occasions of most nights 1 week then nothing for over a month but I am at breaking point and other neighbours have to bite their lip and not confront them, I know 2 neighbours who have toddlers who cant use garden due to the poop unless they go down first and clean it up which is disgusting.
I dont want to bring race or anything into it but when I try and speak to these people they claim they dont speak ANY English but when I first moved in they spoke perfect English to welcome me to the area.

It's a little unclear, but does the person exercising the dog have a right to use that garden at all? Who should have access?
Anyway set up a camera to show the dog pooing and no-one clearing it up. Complain to the landlord and/or council and take it from there

No, the garden is fenced off, they used to be open till a few years ago but my landlord put fences up as we are beside a school so the schoolkids used the garden as a meeting area, and the only thing I really got from the neighbours of a DIFFERENT block(The ones with the dog) is that the dog likes to run off so they bring it around to my garden so it can run around and not go near the road and a "whats the problem" response not in a agressive way but a childlike blank expression look, they seem to think that its there to be used, I have a feeling it was them who stole another neighbours rug that was out to dry as they said something along the lines another time of "if something is outside a house it means you dont want it"
So to be clear the ones who have the dog are relatives of someone who lives in my building, the crazy thing is the ones who live in my building are polite and friendly which is why I assume its less done in a nasty way and more out of just stupidity and lack of common sense.
I spoke to another neighbour who lives downstairs next to main door and he told me after the main door locks were changed (before I moved here) they used to knock on his window to be let in and pestered him to give them a spare key and when he said he had none they said he was lying and pestered him more, again he also said they didnt do it in a agressive way more of a blank eye sort of way.
I hope this does not sound racist as its not meant to be but in the area I live we have a lot of immigrants who are friends or at least aquaintances with each other, and this seems to be their way of forming a mini community of people from their own country since last summer I had many people sit on the front fence of my building none were British born talking, or using my garden for barbeques, somehow they had spare keys too as none of them were the ones living in my block, it seems they like to hang out with people from their own country which is ok but dont think about people from this one.0 -
Personally, I would tell the landlord. You have told the dog owner already and they have ignored you. I would also tell the landlord who has given the dog owner a copy of the key to the gate.
Not picking up their dog poo is disgusting and dangerous. If that stuff gets in to your eyes or an open wound (cut in your skin for example) there are some serious problems that it could cause you.

You will need to contact your council and get them to look in to the matter. Your difficulty comes when trying to designate the land as included in that legislation as it is not technically open land which the public has access to.
Also, get in touch with your environmental health dept at the council re the noise from the dog barking at stupid'o'clock in the night/morning. They may be able to issue the dog owner with an abatement notice.0 -
I would speak to the landlord. Ask them to replace the lock and to warn all tenants that the keys must not be copied or shared, and to put a sign on the gate making it clear that dogs are not allowed. (It may not stop the problem, but might reduce it)
It may also be worth you getting some 'get off my garden' cyrstals - they are not cheap and you do have to clear up the existing mess first but it may help deter the dog - which might be more effective than trying to deter the owner.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0 -
I just phoned the enviromental health they have taken a report for dog poop and another for noise, they did mention due to it not being in office hours it may be difficult to get warden to catch them though.0

No, but it seems a common issue in this day and age as have relatives with similar issues and also a friend who lives about 20 miles away.0

If this is a private block I doubt the council will do anything.
The landlord/freeholder should but it might be take time and depend how willing he is to get involved.0 -
If you know where the dog owner lives, you could pick up the poo and return it through their letterbox.They are an EYESORES!!!!0
