CPP Electric Vehicle Space PCN

Hi Good People.
I have had a look at the stickies and have a fair idea of next steps but wanted to describe the situation of an acquaintance of mine so that they can correctly lay out the appeal.
CPN from CPP at Charing Cross Hospital (BPA Member)
question are CPP considered as one of the small operators in the sticky guide
Parked in Electric vehicles while recharging only bay , this is in the Pay and Display Area but no ticket required in this pay and display car park as the the passenger is a blue badge holder .
The CPN has a reason for issue of - not within bay markings
They have photos that show the car ( not electric) just within the bay markings at the back of the car .
Should the above be referenced in the template letter or is this just mitigating circumstances which will just be ignored.
(Sympathies to the electric vehicle owners who could not charge their cars because my acquaintance was parked there)

BB passenger is protected under the EA2010
complain and say if the charge isnt dropped a counter claim will ensue under the EA2010 , especially as the BPA CoP tells members not to ticket BB owners0 -

consider making a complaint to the hospital regards the way its patients are being hounded........
perhaps your's may just make a difference
