In what order should I do things??

Will need to decorate downstairs of house. In what order should I tackle the following?
Rising damp
Wooden floorboards/stairs sanded/varnished
strip wallpaper/ line walls and paint incl ceiling
new kitchen incl tiling adjoins room with wooden flooring

I've put kitchen last because it's nice to put the kitchen over the new flooring, means you get kickplates etc nice and neat if you can place it over the new floor and don't end up with beading round the kitchen or kickplates the don't fit properly. You'd need to rip out at least the old kickplates when you lay the floor to get it under existing units.Everything that is supposed to be in heaven is already here on earth.
