I received a £60 fine from CPMS a private company giving out penalty charge notices with 14 days to pay. I appealed using the template provided by money savings expert saying that there was inadequate signage and charge was excessive. I received a an email saying I must pay and giving a further 14 days to pay and they also provided a POPLA reference number. I appealed to POPLA and once CPMS where made aware of this they withdraw the charge.
You have to appeal to POPLA as you have nothing to lose by doing so. Good luck.
