3 Council Parking Tickets

Hello all,
Posting this on behalf of a colleague so any help that i can pass on would be greatly appreciated.
We both work for the same company in Milton Keynes Central where we have a company car that is used once a week (if that) to venture out to meetings. If no one is familiar with MK council parking there is Green spaces (free), Purple (standard) and Red (premium). The car has an annual permit paid to Ringo that allows us to use any purple space in the centre - this is what surrounds our office.
My colleague didnt know at the time but Tthere is however 1 small row that is made up of both bays that are technically purple and Car Share bays for another office. Unfortunately he parked in a CS spot rather than the Purple. The car was then left and not seen until it was used 4 days later - by that time there was 3 parking tickets on the car. All 3 tickets have been appealed straight away with all claims now being rejected.
We have photographic evidence that we would suggest shows the signage is not clear - there is no markings on the floor for purple bays (depsite there being signs to say they are) and there is no clear signs or markings to say where the purple bays stop and the CS bays start other then a small sign 2/3 bays up with an arrow sign on it.
He is now at a point where he doenst know whether to appeal as he feels he has a strong case and potentially have to pay £70 x 3 rather than the reduced rate... or pay all 3 upfront now.
Obviously he has also been arguing that the car is only used sparingly had he been in a position to see the first ticket he would admitted the wrong and paid and never parked there again. The fact there was 3 clearly shows they were not spotted. Is there an arguement that the punishment was excessive to get it reduced to just the one ticket?

As they are council tickets, the Pepipoo Forum would be the best place for this.They are best for legit council tickets.
