DVLA released previous address to local authority! Now I have a huge fine!!

I'm trying to establish whether this is a common issue because I'm aware that the DVLA are not the best at updating their records...
Moved house 2 years ago. Eventually got round to changing my licence address on 5/6/2013.
Last night the girl who purchased our old house drops in a letter she 'accidentally' opened. It details a fine I incurred on 31/10/2014 for driving in a bus lane.
Because the fine went to my previous address, I obviously didn'tVinod about it so didn't pay it. I've now incurred charges for not paying it, and it's increased from £30 to £97.
I contacted the DVLA who admitted their records do show that I changed my address in 06/2013, and subsequently they deflected blame towards my local authority, stating they no longer hold details of my previous address, and that the council may have obtained my details through the police or through the courts. I contacted Bristol City Council who stated ALL their information comes from the DVLA.
I'm not sure what to do without there being any drama! I asked the DVLA to provide me with evidence to produce to the local authority to prove that I DID change my address, but I was told quite simply that the DVLA don't provide such information.
I'm aware through my line of work, that the DVLA are, to put it bluntly, slow and inefficient at updating their records, but I'm keen to know if this is a common problem and also how to deal with it?!

You say you changed the address on your licence, but did you change the address on the V5C for your car, too? Because that's the address the council will have used - they only know the car registration, so get the address for the keeper.0

Tell them you didnt receive it, as they didnt have the right address. But if they ask nicely you might consider paying the original charge of £30, as a good will gesture.0

Adrian is right, your licence has nothing to do with it.
If you have changed the address on your V5C, look at the bottom of page 2. The date shown next to "DOC REF" is when the DVLA database was updated.0 -

Hi all, I'm going to post this in a few places because I'm not sure where it's most appropriate...
I have recently received a hefty fine in the form of an 'Order for Recovery for unpaid penalty charge notice'
It's £97 and was issued 5 months ago to my previous address. The original fine was £30, but has increased because I didn't receive it. I had promptly after moving house, changed all my details with the relevant organisations. My car is a Motability car, I updated Motability, The DVLA, and the DWP.
I contacted Motability about the fine I had received, and was assured my details and address were correct and up to date. I know how the process of Penalty Charge Noticies are issued and I know that because I lease and don't own my car, Motability are the Registered Owner of my car and I am recorded as the registered keeper. I asked the advisor from Motability to check the V5 to establish whether my details were correct and up to date. Lo and behold, Motability haven't updated the V5 and my previous address is on it.
I'm really really worried, upset, and angry. I've spent days trying to work out how my old address has appeared. I have contacted the DVLA, written two long letters to Motability (only to be told by them that my details WERE up to date, it was only when I asked them to check the v5 that we established the discrepancy). I've also been in touch with the DWP, as well as my local council, and the courts that the Order of Recovery has come from simply trying to work out WHY I had a fine sent to my old address.
I've complained to Motability about the fine and the charges which have now been slapped on top because it wasn't paid. I'm yet to receive a reply, but Its now dawned on me that they've mishandled my personal data. There has been what I believe to be a significant breach in confidentiality.
The data protection act states;
"Personal data shall be accurate and, where necessary, kept up to date."
I'm worried about the credit consequences this will have on my name, and I'm really cross at the stress and time I've wasted trying to establish then rectify their mistake. So far, on the phone, the advisors have been less than helpful and not apologetic at all.
Does anyone have any input or ideas on this?

its your responsibility to make sure you update your records. How can you blame everyone but yourself for not updating your details on your logbook.
Motability may have made a procedural error in not updating the registered keeper - but it's still your responsibility to ensure the registered keepers detail is correct.0 -
Motability have the V5, they ask that you update your records with them if your details change which I did, they have on their system that I DID change my details with them, they updated their computer systems with my new address, but the telephone divisor said for some reason my V5 wasn't updated too.
How n earth can I update the V5 when I don't have access to it? There is only one way to update your address on the V5 and that is through providing your new address to Motability who then change the address by notifying the DVLA on your behalf.
The advisor admitted that The Vehicle Registragtion documents team haven't followed procedures but updating the V5.The contract I hve with Motability means I do not have access tithe V5 because I don't own the vehicle.0 -
To support the OP, as I know there have been disagreements about this in the past: my wife has a Motability car, and Motability always retain the V5. I have never seen a V5 from any of her cars. If there is any change of details, it must be done through Motability. There is no other way of doing it. Looks like Motability have slipped up here.If someone is nice to you but rude to the waiter, they are not a nice person.0

I was thinking it sounds like the fault is with Motability rather than DVLA unless they have any proof they did update the V5 promptly as requested by the OP.
Admittedly it probably doesn't make much difference though, I'd recommend asking on http://forums.pepipoo.com as they have a lot of expertise there with PCN's and will let you know if there's any option to appeal or reset back to the original fine.
