I need to get a group of 18 people from Penzance for a Gatwick flight in October. 2 adults and 16 sixteen year olds.

Yeah, get them all to buy young persons rail cards. Because it's a group you would need to organise a group booking with whichever company was doing the journey. Cheapest way would be to book in advance.This country is called Great Britain. It would be called Amazing Britain if it wasn't for people like you pulling the average down0
