Ebay / PayPal Protection what is actually covered?

Good Morning everyone,
On the 27th October I purchased an electronic pipe for my partner as a Christmas present (started shopping early to spread the cost).
Come Christmas morning, He opened the present and was chuffed!
A week later he had popped out taking the spare battery in his pocket for the pipe just in case.
The battery leaked acid and burnt a hole in his coat. I emailed the Ebay seller who said he had never had anything like this happen before and thanks for letting him know.
A week after this, the pipe stopped working. I told the seller and he agreed to organise a refund. I sent the pipe back via recorded delivery and then stopped receiving communication from the seller and did not receive a refund.
After one month of what felt like talking to a brick wall, I filed a complaint with Ebay, who told me because of the time span they could not help but because I had paid via PayPal I was protected by them.
I called PayPal to open a claim and they told me any electronic smoking devices or accessories were not covered but if I called my bank they would be able to help.
I called my bank and finally at last I was protected by Visa, an investigation was launched and I have received my money back.
After all of this running around I am left a little confused over the Ebay polices and I would like to amend my Ebay feedback to warn other potential customers of this dodgy seller. Only I can't figure out how to do this as the item was sold to me 4 months ago.
Does anyone know how I can raise a grievance with this seller to warn other customers?

Report them to trading standards? Are they a UK registered seller?
I have just bought an item from a Chinese seller, But its shipped from the UK. No UK address given though. So any complaints would be directed to the China. Pointless contacting trading standards in that case.Censorship Reigns Supreme in Troll City...0 -

With newbie posters I am always conscious of spending too much time explaining. So forgive me, but you are not covered for any eBay or Paypal protection as your purchase was on eBays prohibited lists. You need to google LBA and send it, depending on the online tracking status of your return will determine how far you can take this. Good luck.0
