Is this illegal - getting student loan, no intention of paying it back

The student loan is £7500 per year. You only pay it back if you earn over £18000 after graduating.
After graduating, I only plan to earn £10000 per year (only want to work part time)
So I would be receiving 3 x £7500 and never need to pay it back because I wouldn't be earning over the £18000 mark.

Forgetting tuition fees, your max student 'loan' is 7.5k but only some of this is a loan, half of it is a grant(does not need repaying) and is means tested. Its complicated as to what does and does not count towards this (earned vs unearned income). There is a calculator of the give student finance website which will tell you how much you are entitled to.
As to the morality that is a personal thing as each person has there own moral compass. There is no moral test required to qualify for student finance.£1000 Emergency fund No90 £1000/1000

Certainly you would not get a maintenance grant but that is not the same as a maintenance loan.
Why would he not be able to get the grant? The grant is means tested on income including interest from savings not savings. If his income is low enough he will get the full 7k plus any bursary the uni offers potentially another 1-3k a year.0
