debit card chargeback

i paid in full for what i thought was a van off gumtree, i paid by vise debit card bank transfer to a personal account. the person asked me to pay by paypal and sent me a invoice with their bank details on it.
i then found out the add for the van had been hacked into, the adverts contact details had been change and it turned out to be a scam. .
i did the transfer without knowing this into the scammers account.
after a a couple of days, i had heard nothing back so contacted paypal and was told it was a scam... i contacted my back and the bank where i transfer the money into to try recall the money. so far no money has been returned..
would i be covered on the visa chargeback insurance?
my bank says it is not covered....but i was told by someone who works in a bank it is..any ideas

I'm unclear as to how you can pay by visa debit card bank transfer to a personal account. Surely it requires a business account set up to receive such payments - in which case you 'ought' to be covered.
If you paid by FP (or BACS) - more likely if it really was a personal account - then I don't think you would be covered.

Dzug - I think the way it works is the payment goes from your current account (via debit card linked to Paypal) into their current account which doesn't need a business account if it's just a private sale.
Paypal is a third party so you pay Paypal from your bank, then Paypal pays the seller - the general consensus on the banking forum is that as Paypal sits in the middle you cannot use chargeback or S75 as the payment was to a third party and they didn't do anything wrong.
Chargeback is not "insurance" - it's simply taking money back from the vendor, if they (Paypal in this case) dispute it and can prove their side was correct then the bank will return the funds to them.
As dzug says you will have to raise a case with Paypal and see what happens - you should expect a wait and probably will need to try something like using the media financial troubleshooters in the likes of Telegraph or Observer and hope the threat of media publicity encourages actionSam Vimes' Boots Theory of Socioeconomic Unfairness:

i used a debit card with visa on it.. not a credit card. i transferred the money into the scammers account from mine, the invoice they sent me looked like a paypal invoice and it even had a click to chat on line on it..
i sent the invoice to paypal and they said its the best they had seen in 5 years but its was still nothing to do with them so no come back.
it was a complex series of things with hacked gumtree account and spoof paypal... all in a good scam but it does not help me...0
