You will smell cigarette smoke from tiny gaps. Its unlikely your flat will fill with smoke to a dangerous level very quickly.
Screwing into a wooden floor joist and using a longer rope would be easier and probably more reliable than a questionable fixing into concrete.

Using a hook over you cill and a ladder is better than a rope. Has anyone tried climbing down a rope since they left school .:cool: hard as nails on the internet . wimp in the real world :cool:0
