    As per others, from what you have described then the goods ARE covered by the right to cancel per The Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.

    This is not really any different to sellers thinking something is customised/personalised because the buyer has selected drop-down-list configuration options on a website order form - those sellers are wrong too. :)

    You mean the CPUTRs ... the CPRs are the Civil Procedure Rules. :)

    No, I mean CPRs, theres maybe more than one meaning for that abbreviation but that is the abbreviation used when speaking about those regs.

    The Consumer Protection from Unfair Trading Regulations 2008 (known as the CPRs) cover commercial practices between traders and consumers and introduce a general prohibition on unfair commercial practices.

    I was under the impression that consumers didn't have any rights to a refund for 'a change of mind' but some shops may refund, offer exchange or could legally refuse either options?

    They don't, for in store purchases. (Unless the contract of sale included such rights). This was a distance purchase so the CCRs apply. ;)
