Hi, I have arrived at this forum a bit late perhaps..? In fact new to forums in general...
I received a PCN whilst parked on a road near Norwich Airport. The road was off a roundabout near the airport entrance and services some commercial premises inc. McDonalds, car dealships, a hotel and offices. Whilst identical to the main carriageway it is ( unknown to me at the time ) a private road - hence the PCN!!!
I have already appealed the PCN and whilst I have not confirmed the driver's identity it was implied. The reason for my appeal was inadequate signage: number of, position, road markings and no warning of the road being private. I also questioned the amount of the 'fine'. My appeal was rejected and I have been directed to contact IAS if I which to appeal the decision. The letter does not include an appeal code unless that is the PCN No….?
Having revisited the site there are signs but none on the side of the road the car was parked.
There IS also a private road/parking notice but it is very small.
Whilst I must admit there are signs explaining the parking situation, I had no idea it was a private road and therefore not looking for any signage; there were no signs on the side of the road the car was parked and I was blissfully unaware of the situation. I am almost resigned to paying the fine but unhappy under the circumstances and the fact I have been a victim of these people before – a long story and a different situation but suffice to say they were considerably less than professional!!!
I have plenty of pics if required, however not sure how to upload...
Any thoughts…?

first , there is no "fine" , but there is an "invoice"
no private company can "fine" you , despite you mentioning it several times it doesnt make it real and it wont be anywhere on your paperwork, if it is you have a slam dunk appeal
nobody can upload signs or attachments here, not you , not me , but you can put them on tinypic or photobucket and then provide a "doctored" URL link to them , changing the link to hxxp instead of http
as these are in the IPC then it would be a bespoke IAS appeal, which you can write up but are unlikely to win as its a kangaroo court
please note there are no template appeals on here, especially not for the IAS

You're quite right, its not a fine, bad choice of words although it may as well be!!!
I'm assuming that NTC have this pretty sewn up but is it worth linking some piccies just in case they don't confirm or they are lacking...?0 -
no harm in trying it, somebody may comment in a manner that will help you
or maybe if you try paying an appeal service that they may be able to help you ?
