Scan.co.uk have taken 7 weeks for RMA. What can I do?

Okay guys, I would really appreciate some help with my next steps on this because I still haven't got my motherboard back from RMA with Scan.co.uk.
Here's what I'm thinking:
1) It might be worth by-passing Scan.co.uk's customer service team and writing to the CEO with a request to resolve the issue. Is it worth it? And where can I get the correct email address from?
2) I might be left with no other option that small claims court. I've had a read of this guide:
http://www.moneysavingexpert.com/reclaim/small-claims-court
So, I'll use that, but I have a few questions:
First, do I need to send Scan.co.uk a recorded signed for letter demanding a resolution to the problem before proceeding with SCC?
Second, what amount should I claim for with the SCC? E.g., the full cost of what I paid for the motherboard, or should I take depreciation into account (and if so what method should I use)? And am I able to claim for other things like, e.g., the time I've wasted chasing the RMA up?
Third, is there anything in particular I need to remember to put in my statement to the SCC, or which will help my case with them?
Thanks.0 -

The Practice Direction on Pre-Action Conduct indicates that the claimant should send the defendant a Letter Before Action/Letter Before Claim prior to initiating a court claim. This letter should:
* Outline the issue
* Outline the required resolution
* Define the time scale for this resolution to be concluded. (Suggestion is 14 days minimum from date of letter)
Send the letter 1st class via a PO and get a (free) certificate of posting. This gives the same protection as recorded delivery, as the letter is deemed delivered 2 working days after posting, and means the recipient can't refuse to sign for delivery (which would be proof that the letter was NOT delivered).0 -
A bit more here on ASUS mobo returns, here is the google cached version to avoid the signup to read:

The board may have come through VIP computers.Science isn't exact, it's only confidence within limits.0 -
VIP have been flogging off a lot of asus boards via ebay recently , the boards are supposedly "factory refurbished" , (sold without backplate/leads/drivers).
my experience has been than in the three I bought , only one was fully working (h81 boards)
this is the weblink http://stores.ebay.co.uk/Parts-4PCs/Motherboards-/_i.html?_fsub=4556348018&_sid=562443998&_trksid=p4634.c0.m322
maybe you should use there prices as a gauge to the value of your board , and ask scan for this amount0
