Parking eye parking charge notice

i have received the above today for a incident on the 3/1/15.
Basically I parked on a service road of a local retail park, I didn't see any signs.
When I returned to my car, the parking guy was taking a photo of another vehicle that was parked in front of me, but didn't say anything, so just assumed I had got back in the nick of time as he was attaching a ticket to the windscreen of the car in front.
My car had no ticket on the windscreen, but on the notice I have received, as well as a picture of my car, it states 'further to the notice to driver that was attached to this vehicle..blah blah blah'
Where do we stand as he hadn't actually stuck anything to our vehicle?
It states the charge is £100 but will be reduced to £60 if paid within 14 days of the letter (dated 3/2/15)
