British Gas offer
I have had british Gas just call offering to beat Atlantic's prices but they did want £40 as a one off fee for doing this. He said he could do it there and then but wanted to come here and see if it is better to go online or phone them myself to see if I can get a better deal.

BG don't charge a fee for switching to them. Either it is a con or you have mixed it up with the £40 credit you receive after 12 months (standard tariff).
There will probably be better details out there if you go through the switching sites, just remember the BG direct offer will be different to those on the switching sites.0
