The rule from my home country is that the name on the birth certificate must be changed before changing the name on the passport. That's currently being processed and should be ready in a few weeks.
If you don't mind me asking but which country is this?I'm asking if it is legal to start updating my bank details with the new name while my birth certificate and passport are currently being amended.
As I posted before, the rules for actually applying for deed poll depends on your county, immigration status, etc; in some circumstances you cannot apply for deed poll without having ID to back up that change of name for use in the UK.
Without being rude, it seems you know the answer that what you want and have done so far - apply for deed poll, is of questionable legality as you cannot guarantee the change of name in home country.0 -

The UK deed poll office is a private company, not a government organisation. They will write you a perfectly valid deed poll, but you don't have to go through them, their deed polls are no more valid than one you write and get witnessed yourself.
