Red Route Parking at any time Signs

Near where I live in SW London I have spotted signs that say "Red Route Parking at any time" that are by white dotted bays.
After much research it appears this sign means you can park there without any time restrictions (strange in London). TFL's website says "Occasionally, we are able to provide parking bays that you can use at any time and without a limit on the amount of time you can park" - there's no evidence of the sign but i assume this is it.
My question is - and this a complete longshot - does anyone know where I can find details of where these spots are? For example, there are lots down Battersea Park Road, but I know that because I've walked past them. On a more curious note, why would TFL even allow these totally free places in London? Is it by law?
