    1) How do you get a list of all the people impacted without delaying the thousands of people further as you ID them all?

    2) How do you then stop people starting to intentionally join local traffic jams to get a second income?

    That's one of the reasons I said it'll never happen. An alternative would be to limit the time that an accident can be investigated once those involved have left the scene, if it can't be completed in an hour then stop the investigation and get the traffic moving again.

    I remember reading a science fiction story in which keeping the traffic flowing was the ultimate goal, with helicopters patrolling with big magnets (think of the scene in You Only Live Twice) to remove broken down vehicles and any car older than a couple of years ordered off the road.

    Every now and again an inconsiderate '!!!!!!' holds the doors open on a tube train I'm travelling on, holding up 750 people for a few seconds. I reckon he or she owe's everyone on the train a couple of pence each in compo for their lost time.

    How do I go about collecting my share?

    Even more to the point, on rare occasions a disturbed fellow passenger may step off the platform before the train has completely arrived - and become what is euphemistically referred to as a "one under". This obviously causes significant delay to thousands of commuters on following trains whilst the offending person's body parts are recovered. Can they all make a claim for compo off the deceased's estate?

    Seems only fair to me...

    Imagine the scenario. Your car breaks down on the motorway, causing a huge tailback, RAC eventually manages to reach your vehicle. Three weeks later and you get your insurance company screaming blue bells at the 2000 plus vehicles, each individually claiming loss of earnings as a result.
