OK to send? PayPal payment received but buyer says failed.

I sold an item on my personal Ebay account to someone in the USA. It was under £10 including postage. I received a normal e-mail from PayPal to say payment been received, to send it and it was eligible for seller protection. However the buyer has now said that according to the account the bank transfer to PayPal has failed and asked for my bank details.
I have checked the transaction details in PayPal and it says the payment is completed. It also says that it is instant payment so obviously is not an e-cheque. I noticed in the account summary that all the other payments I have received for items say "Ok to Send" but this payment is the only one that doesn't????
I do not think it is a scam as he has good feedback and has brought a lot of similar items to mine. It is just a small collectible and as I said it not a great amount of money.

i wouldnt go by that but it is possible that he it ha sfailed and you still got sent the money,
I can send money via paypal now but the money wont come out of my account for 3 days, the direct debit could bounce but you would still get your money
He owes paypal money but you have got yours so its ok to send imo0 -

That is what I had a feeling has happened. Or the money was taken from a credit card which was a backup funding.
