global priority postage

I sent two parcels using ebays global priority postage. One of the parcels has been marked as received and the other I have just received back with a message writen on the outside - no right postcode! When I looked at the parcel it has clearly been opened and re-sealed, but also, it is the parcel that, aparently has already been received by the buyer! I am presuming that because the parcels have been opened that, maybe, they have been re-addressed wrongly. Mind you that would mean that the parcel that has been wronly delivered hasbeen kept dishonestly.
My biggest problem though is ebay, I have telephoned and emailed with this problem and although an answer is promised within 48 hours, I receive nothing. Where can I go next?

    Sorry I can't offer any help, out of interest though what happens with eBays global priority post - do you send it to a 'hub' to be sent on?

    I mostly ask as I bought a couple of things with it internationally and received neither when they first launched the system in the US.

    Since then I've avoided using it in any way.
