how much to offer

Hi, my girlfriend and I are first time buyers and interested in a new build (private vendor). The asking price doesn't include flooring in certain rooms and a few other bits and bobs. We have discussed the potential for add ons with the vendor such as flooring, to which he agreed, so long as our offer is right. We'd like advice on whether our initial offer should just be for the house as it comes and agree additional costs for add ons at a later date, or whether we should go with a slightly higher offer, to include the cost of the add ons discussed with the vendor. Our thoughts are that we should start with a lower offer, for the house as it comes, and use the add ons as a bargaining tool at a later date when we are asked to increase our offer. Any help muchly appreciated.

    I would make an offer on the house at the price you would be happy to pay as it stands but be cheeky and ask for the extras to be included. If he rejects the offer then say say that you'll take the house as it stands at or slightly below your offer price... then shop around for carpets etc.
