Advice needed on council tax

Hello guys,
Advice needed on council tax.
I was in UK to study in 2002 and went out of the country in 2004 July. Just before (few months) going out of this country I stayed at a friend's place who was also a student. That was a big house which a few students had shared. When I left in July 2004, my bills were still going into my friend's place.
I came back to UK in march 2006, but then in 2008 I received a letter saying I owe council tax for my friend's property for the period between jan 2005 and feb 2006. Which was the period I was out of the country. My friend says they had vacated the property fully in 2005 december. In 2008, I did contact council, they mentioned something about AST and I explained to them my circumstances. I thought that was the end of the matter.
However, this Jan I receive another letter from the council saying I owe them the council tax. This time I contact them, give them a copy of my passport which clearly shows the travel details. I asked them for a copy of the AST to verify, which they refuse to do so and say, if I have not signed it, I should approach police to get a copy of it. I am of the opinion for me to approach police I need at-least a copy of the AST.
About passport, they do not want to accept that as an evidence as people might travel with or without getting their passports stamped. I have no idea how they will accept any other evidence I will provide them as they might still refuse to accept all the evidence giving the same reasons.
As far as I am concerned, I was out of the country for the liability period that council is claiming and I just want to get this mess sorted.
I have been talking to council everyday since last 2 weeks and it is getting really frustrating now. Both of our positions have not changed.
Any advice here on how to deal with the situation and not pay for something which I am not clearly liable for is really appreciated? Also on how to stop getting those letters from the council please.

Have you tried asking the landlord or managing agent to confirm this to the council ?I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

Unfortunately I suspect Landlord may not be helpful as he is the one who has given the AST to the council.
I Think that the property was rented directly from the landlord with no agents in between.0 -
Maybe you could discuss this with CAB?
They have a wealth of knowledge and would be able to give you good advice.0 -
