Council non-refund of residents parking permit

I recently had to cancel a 6-month residents parking permit with Bath & North East Somerset Council due to moving home and no longer needing it. The permit was purchased on 2nd November 2014 and so we have about 3 months left on it.
I asked them how they process the refund and they have told me that due to Terms and Conditions bought in by them in March 2013 they no longer issue refunds on unused days of parking permits.
I would just like to find out if it is legal under my Consumer Rights for them to have terms and conditions that withhold a refund, as after searching extensively on the internet they appear to be the only local council I can find that don't refund for unused permits.
Any thoughts would be welcome.

There are no automatic consumer rights for refunds on the majority of products/ services.
How much was the parking permit?
Looking at the council site it looks like the prices range from £25-£90 and so given you've had it for half of the term then £12.50 - £45 is the refund you are presumably looking for? Realistically after any reasonable admin fee etc then you'd be looking at pennies if anything and then only on the top category0 -
See if any of the neighbours want to buy an extra permit0

No worries, just wanted to check they could do that, as a couple of years ago we got a refund so I knew it was an update to their terms on this.0
