Other thing to check is that if the washing machine has adjustable "feet" they are as low as possible.Adventure before Dementia!0

What about one of those miniature plunge saws?

Also, you may have more luck with a Jigsaw if you build up the height of the job by adding pieces of wood either side of the cut line to hold the Jigsaw blade at the right height. You may also need to drill a start hole for the Jigsaw.
Can you get the fitters back? They probably have the tools to sort it out in 5 minutes.0 -
If you need to cut away the floor thickness, how are you going to get the W/M in and out over the "step" ?
Have experienced a case where a dishwasher was "trapped" due to the floor being tiled up to it, impossible to extract without damage.
Some machines have a removable top, that would reduce the height required.0 -

New washing machine? :rotfl:
In all seriousness, it sounds like the issue here is the fact that the laminate was laid over the existing tiled floor. If the tiles had been removed this wouldn't be a problem (I would say that laying the floor under the space for the appliance is the correct thing to do or you would have a step).
Did you ask them to lay it on the existing tiles? If not, get them back to do the job properly!0 -
Removing floor tiles is a nasty job - I wouldn't blame anyone for trying to avoid it.0
