The law clearly states you have to report it to the police so that isn't in any doubt.
Whether the police can be bothered to do anything after / when you report it is a different question.
I use Pepipoo and Pistonheads legal sections for motoring knowledge as well and there isn't a week goes by where a thread gets posted because someone didn't follow the correct process
It usually goes like this>
Someone is driving their car, hits another car, drives off and doesn't realise.
Owner of damaged car contacts police. Police (if / when they can be bothered) get hold of CCTV and capture the car that drove off.
Car that drove off then receives a NIP for usually 2 or more of the following.
Failing to stop after an accident.
Failing to report an accident.
Driving with undue care & attention.
The failing to report an accident part is the part we're discussing.

The woman was wrong (read up the relevant act from the link posted)
You did the correct thing.
Seems your woman and Thames Valley police website manager both missed that part of the course.0
