"Stalled" Ebay Cancellation

I "won" an item on ebay on 19 Jan 2015. I mailed seller (through ebay) asking for invoice so I could settle; seller responded that item had got irrepairably damaged in storms and we agreed to cancel transaction. He has taken no action, and ebay is chasing me to pay. How do I get out of this impasse?

I have emailed seller with outline from ebay explaining how to do it, but seller has taken no action, and I cannot find any way to contact ebay. Their processes assume goods have been paid for, or if I want to withdraw that I should contact the seller - which I have -several times. Searches on their Help Centre just go round in circles!

Help!!

    There is a help section on ebay where you can contact them on live chat- give them the item number ( you can find on the item page) and explain, they should be able to help

    Thanks asajj - but cannot get to "live chat" through ebay help pages - but can if you google it. Seems though this connects to a US site (guess) and messages are always rejected with a message like "chat not available in this time zone". And don't try phoning - it takes A G E S and costs a fortune, and my experience has been they are totally useless, just quoting ebay policy and not how to resolve your problem.

    Just be careful the seller is not trying to avoid a defect (for cancelling the transaction) by making you get a unpaid strike. They may just have unpaid assistant on and this has opened an unpaid strike automatically.

    You could in effect pay by PayPal and then wait till the estimated delivery date has past and open a case for non received and get your money back. It really depends if the seller responds or not. If you get an unpaid strike then it could block you from auctions where the seller has set up to block bidders with strikes.
