USB Ports Not working

I have a Dell Inspiron 3521 Laptop running Windows 8.1
This laptop has 4 USB ports, yet only two allow connections with devices. When USB memory stick is inserted, power light works, yet no data!
Just normal software with no gimmicks IE, Office and Adobe CS. Google Free! Virus checked, no virus or malware found. No toolbars or other carp.
Any idea what has caused two ports not to be recognised.

Check for errors in Device Manager.0

No errors in device manager, all seems ok. No yellow flags! All ports supply power, just two cannot connect to devices.0

Have a look in the BIOS.
On Dell Optiplex system units, there are options to turn off the two USB ports at the front, the block of two at the back, and the block of four at the back.
There may be something similar for laptops...0 -
Are the inoperative ports built onto the MB, or are they on a daughtercard?0

Thanks Bedsit Bob. I just deleted everything in device manager related to USB ports, rebooted and they are all working now!

That's just what I was about to type as a suggestion. Sometimes the driver settings get borked but don't show up as issues. Glad you found it.
