Open ebay or paypal case? Advice please.

Evening.
I bought a second hand electrical item from ebay.
The seller posted it, only wrapping it in cardboard.
Item has turned up, but not working correctly.
I know I can open a case in ebay, but seem to remember reading somewhere about it is sometimes better to open a paypal case instead? Of course, I might just be making this up in my head :o
Worst thing is, it is going to cost me about £15 to return it due to its weight, oh well.

    Not sure on the Paypal/Ebay case part but if returning Myhermes are cheap and shows online delivery. £2.78 up to 1kg.

    If it's faulty/Not As Described open an Ebay case,seller or ebay should then supply returns label.
