Selling on eBay month start dates?

I have sold my. Max of 10 items during the month of January and it tells me that I have to wait till next month to list items.
So do the new month start on the 1st with eBay? As i have just tried to list now that we are in feb but still saying the same thing.

I assume if you have only 10 listings then you are a new user?
