What to do with this weird concrete(?) bit?

Hiya,
We're redecorating our hallway at the moment, and there's a bit I don't know what to do with. Directly in front of the front door there's this ugly, slightly raised, block of concrete or something that's all flaky.

(Excuse the state of the carpet - I've been filling/sanding the walls, and we'll be replacing the carpet anyway!)
Any thoughts on what to do with it? I don't know wether to try and smooth it and paint it, or cover it with something - though I'm not sure what? I suppose we could carpet it over when we get the carpet done, though I'm not sure how well it could be attached...

How raised is it - carpeting with no underlay might bring it level when you recarpet? or make it a feature with a piece of wood/laminate flooring?0

It's raised by around 15mm, so the carpet couldn't level it, it'd always be a step. Wood is an interesting idea. I think I've got an off-cut of our flooring in the loft somewhere, or perhaps I threw it away…0
