Ukpc rejected the standard letter

Hi all,

Sent the standard appeal letter from this forum with no amendments and have now received this rejection/reduced fine offer letter.

They list a rejection of each point a-e:

"Our parking charge sums have been calculated to reflect a genuine pre-estimated losses."

B) "the site in question has sufficient signage" therefore they assume we I saw and accepted the sign bla bla. "The assertion that the predominate purpose of ukpc Charles are to deter is wholly unfounded"

C) ukpc is authorised by the landowner and the contract commercially sensitive and they won't disclose.

D) all ukpc notices comply with protection of freedom act 2012, bra codes of practice, and all other applicable laws.

E) "a contract cannot be simply denied, after it has been validly constituted and then breached. The offer for contractual relations is provided by the sufficient and clear signage on site. This offer is accepted by conduct when a motorist decides to park on site. Obvious considerations flows from both parties - the provision of a parking place from the parking operator and the promise to be bound by parking restrictions by motorist.

They then go on to remind me I am not the consumer contract regulations will not aid me escaping this charge. They then continue to threaten me with a variety of different laws etc....

They the offer three option.

A) pay a reduce fine now, that's nice of them. They off a£40discount to 60.
B) make an appeal to popla they give me the address and website for popla and remind me above discount charge won't apply if I apply to popla and lose.
C) remind me I do nothing and don't pay or appeal the charge will go back to 100 in 35 days . They also advise an additional 60 will also be charged and they may take me to court.

Hope you guys can help? I assume I now appeal to popla? What should I write in my appeal to them?
