Help with popla letter

Hi,
My disabled partner was given a ukpc parking ticket for parking in a disabled bay in a free car park at a shopping center. As she is disabled she does not display the badge on the windscreen as she cannot reach it to remove it once she returns. She displays the badge infront of the dashboard clocks and its never been a problem. We appealed after the ntk from them and they replied saying as she is a blue badge holder its only £15. I have been away and forgotton to sort the appeal out and only have until the 2/2/15 to appeal to popla. Ive looked at the templates where people havnt displayed a badge but she did. The ukpc photo only shows the dashboard and not where the badge was. Im not sure which template to use, any help will be great as I dont think we should be paying this ticket.

Look in the NEWBIES thread at the How to Win at POPLA section. Don't worry about what happened on the day as it is irrelevant. Concentrate on the main appeal points but add as an additional point that one of the occupants of the car was disabled and a blue badge was displayed.
UKPC have breached the Equality Act 2010 and also the BPA code of practice. Mention these as well in your winning PoPLA appeal. Do not mention who was driving; only appeal as keeper and don't mention who was driving.I married my cousin.
