Money back from council for unfair previous PCN tickets

Free money back for miss handled PCN's; why is no one responding to this thread???

Back in September 2014 there was a lot of focus on councils being found to have used the same firms that were handling PCN tickets handle the appeals process (an obvious conflict of interest!):

'Ticket disputes should have been handled by local authorities and not their private contractors, tribunal rules' - From the Guardian

Has anyone contacted their councils to try and get a rebate? or has anyone made a letter template demanding a refund for previous tickets that were wrongly paid for?

If not why not? Not heard anyone mention this since and am sure it would have effected lots of people and as said at the time should be worth millions in cash given back from the councils to the wrongly charged public???...

Any helpful comments would be appreciated.
