I notice the POPLA complaints page refers me to London Councils website but this states it does not deal with POPLA admin complaints and refers you back to POPLA!0 -

Is this a block of flats? If so why did the OP need a permit to park, what is his/her status, leaseholder/tenant? What dioes the lease/AST say? Does it mention "quiet enjoyment?
The OP appears to have appealed this as a consumer, but he is not, he is a leaseholder/tenant, and should be concentrating on contract, not loss, there is no loss.You never know how far you can go until you go too far.0 -

I would suggest that the op speaks to his/her ll and asks them for a copy of the lease. This should cover whether or not there is any allowance for a parking permit scheme to be put in place.
If the lease makes no mention of parking schemes (other than to mention that there is a specific space allocatted), then the op can proceed to use this information to point-out to POPLA in his complaint to the lead assessor that there is no authourity for Amtrac to insist on a permit to be displayed and that is them who have committed the offence of trespass.Never Knowingly Understood.
