Really Confused - information overload

I am really sorry to post this but I read the newbie thread and I couldn't make head nor tail of it.
The driver of my car received a parking ticket on the windscreen back in August, but nothing more was heard of it until today.
Today, I (the registered keeper) received a letter from UCS (the usual debt collection drivel adding £60 to the costs etc) chasing me for payment.
I am confused because post 4 of the newbie thread says to ignore debt collection letters. However, there are lots of steps before this such as POPLA appeals etc that I haven't done.
As I have done nothing up to this point, do I still ignore the debt collection letter or am I meant to take action of some sort?

chances are you have lost your appeal window, in which case file all DC letters away and only deal with any LBC or court papers from the PPC, the landowner, or managing agent
you can check to see if you can reset the clock but I doubt it due to you having a windscreen ticket
you should have appealed this last august or september, but its unlikely to happen now (as you were a member here I am surprised you didnt look on this forum back then)
you could try to get a landowner cancellation, which the newbies thread tells everybody to do , that would kill it stone dead

Unfortunately the driver neglected to tell me until I rung him tonight hence my lack of action.

The PPC is trying to convince you that you are 'liable' under PoFA 2012. If you give us the name of the PPC we can advise you better on whether they might take it beyond debt collector stage.

The Ppc is Gallan Parking. And they will be getting it both barrels. Unfortunately he is family so I will have to forgive him in ten years or so.0 -
Gallan Parking - the last time we had a post on this lot was in July 2011. Small fry operator, most unlikely to pursue this any further, other than handing your details over to a debt collector.
Safe to ignore (although you'll have to endure a series of DC threatograms). Only need to take notice of any real court papers - highly unlikely.Please note, we are not a legal advice forum.
