Missed POPLA window because I didn't receive the letter

I receive the POPLA verification code from the parking company on the 27/1/2015.
I was just starting to write my appeal when I noticed the date on the letter is given as 30/12/2014. So apparently I can no longer appeal, as I have gone past my 28 day window.
There's no way it would have taken that long to reach me if they had really posted it on the 30/12/2014. They obviously sat on it for a while. But I have no way to prove this, is there anything I can do?
EDIT: Actually the popla website seems to be allowing me to make an appeal. Maybe I can still do it today?

Try it, the system will let you at this stage. You are only a day late. Start by explaining the POPLA code was only received on 17th January, then use our usual POPLA example wording about no GPEOL, etc.
Then when POPLA reject it (they will!) as 'out of time' email a complaint to the BPA and POPLA and ask for leeway as the PPC didn't post it for over 2 weeks. Did you keep their envelope?
Which PPC?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Armtrac have LOADS of form for this.
See this blog by the Parking Prankster and follow the instructions for flagging this up to POPLA

BPA - 06439 - Armtrac
As a starting point, I will grant a 7-day ‘grace period’ for those motorists potentially affected by Armtrac that you are aware of to get their appeals to POPLA if they wish – they should refer to this e-mail when they write to POPLA please.

Try appealing to POPLA. You can just put in
1) Charge is not a genuine pre-estimate of loss
2) Signage does not form a contract
3) Operator has no permission with landowner to issue tickets
You can then add stuff for the next 28 days
Do you live in Cornwall? Armtrac appear to be hand-delivering some of these letters. This is not the only one without a stamp which has miraculously been delivered without you having to pay excess postage.Dedicated to driving up standards in parking0 -

So make sure the appeal goes into POPLA today with the relevant points about no loss etc., and be ready in case POPLA reject it, to fight on. Keep the envelope if only to show they are using 2nd class stamps and that you can't tell when they posted it but can categorically say when it arrived.PRIVATE 'PCN'?
