Lodger's Privacy re Council Tax

    Could just be registered somewhere else. I rented/shared lots of places, but kept tax, voting, employment details, banking etc all registered at my mum's address.

    Could be a possibility he's sub-letting his HA property... Or he still owes arrears for rent and CT...

    Does he not want his name attached to your property at all?
    Come April you with receive the electrol roll paperwork and I don't think you have the option of not declaring him then.

    I've got a friend who hasn't existed on anything since he left school. Lives a fairly normal life, but never even had an email address. Paid cash, never claimed any benefits, lives with girlfriend, never been to a doctor.

    I'm reluctant to mention the electoral roll in case I get another bureaucracy phobic type talking down to :) . I'll bring it up when it happens & suggest he sign it but opt out of the open register

    As a sole owner/occupier, you are the only person liable for council tax. You are not eligible for a single person discount, so the Council have no need to know who else lives with you.

    When I moved into my current home, it had been empty for more than 6 months while I was refurbishing it. As I was paying 100% Council Tax, I didn't contact the Council to let them know the property was now occupied, as I was paying the correct charge. An inspector called round one day to see if the property was now occupied, and I confirmed it was. He asked who else was living in the property and I told him it was none of his business. He started on about people who have something to hide are normally up to no good. I made a formal complaint to the Chief Exec and got a written apology.

    Some council workers forget they are there to serve the local residents, and have an arrogant attitude. This needs to be challenged.

    I agree with your lodger; the Council has no need to know his name or that he is living there, it is none of their damn business.

    Your lodger should however register for the Electoral Roll (under the new individual registration scheme) if he is an EU or Commonwealth Citizen. If he is not, then the Council have no need to know of his presence.

    Electoral registration has moved to an individual system now. You will not have to register for him in future.
