Impractical windows-ideas please

I want to change 2 windows that are in my property which are currently aluminium single glazed, the problem I have is the windows are only 17cm in height! I have contacted a few companies who have said that they are two small to manufacture. Any one got any ideas what can be done in order either replace them or make them more efficient as it make the area so cold.

Do they have wooden frames? If so check out "secondary glazing0

They are currently aluminium, don't think they could be replaced with wooden frames.
One is about 50 cm long and the other about 30cm0 -
A fixed light wooden window could easily be made for that aperture, even an opener could. okay, not an ideal size, but still perfectly possible.
Locate a local joiner who will advise.
