Appealling Months After The Event

Hi,
I moved out of a rented house sometime ago but have only just managed to get the residual post from the new owner. In the post was a number of final demands, 'debt collection' letters...all the usual. They were for two instances:
1. A very old incident where I appealed to POPLA (which I won) but looking back I had the wrong Parking charge notice correlated to the POPLA code. I emailed POPLA but it can't have updated...what is the best case of action here? There are a number of letters referring to this case.
2. A incident in July which I thought I had appealed to POPLA and with previous success never thought anything about. Looks like I never put the appeal in.
Basically who do I go to now? THEY say I've missed the POPLA appeal window.
